Lee has worked in the area of human competence certification with an emphasis on skilled trades since 1999. Having worked in partnership with Chris Bywater in this area of work for two years, Lee and Chris formalised their working relationship and established Fulford Harbour Consulting Ltd. in 2004.
Lee has an extensive background in competence assessment systems and apprenticeship training development. Looking at best practice outside North America, Lee has developed a familiarity with the national competence based systems used in Australia, New Zealand and Great Britain. Lee has developed procedures for bringing the best of competence assessment to North American industry without the associated cost and administrative burden that is a part of national vocational training systems. In 2005 Lee managed the three year industry consultation, skills assessment and Certification development process that resulted in the CraneSafe assessment system.
Fulford Certification has conducted over 14,000 crane operator assessments and is active in development and delivery of competence assessment systems for industry and government. Lee managed development of a successful apprentice assessment program for the funeral professions in British Columbia and looks to further the role of competence assessment in the workplace in the future as a cost effective means of ensuring employees have the right skills for job safety and success. Lee continues to co-manage Fulford as it enters its second decade of providing Certification Services to industry.
Lee is a founding member of the Canadian Association of Competence Assessment and is an active volunteer in his home community specializing in cost effective delivery of wireless high speed internet services.
