Level D Limited Scope & Fixed Location Certification

The Level D Limited Scope & Fixed Location certificate is for operators making specified lifts on a single crane type at a fixed worksite. It is held by the employer on behalf of the employee and is not transferable between worksites or employers. Should the Level D crane operator leave the employ of the company named on the Level D certificate, the certificate is invalidated.

To receive the Level D certification, trainee operators must pass the BC Crane Safe Crane Core Theory Exam (an online multiple choice test).

Operators must use a computer with the camera and microphone enabled so the exam can be monitored. The exam must be taken using one of these browsers: Chrome, Firefox or Edge. Operators must also present government issued photo ID to their camera to verify their identity prior to beginning the exam.

NOTE: If you are a crane mechanic and only require a certification for repairing and maintaining cranes you may be eligible for a Crane Mechanic Limited Scope certification from BC Crane Safety.

If the worksite or the employer listed on your Level D card has changed, your certification is no longer valid. You can apply to revise your card at the link below.

Who can apply?

Level D certification permits operators to operate any crane(s) in a single category (for example Folding Boom 10 Tonnes & Under) for which they have successfully completed an in-house competency certification program at the fixed worksite indicated on the application form and the certificate.

PROOF OF TRAINING
The employer must be prepared to show evidence that the operator has received training for the specified crane(s) operated. This can include:

  • Employer’s Record of Training for Level D Certified Crane Operator
  • BC Crane Safety electronic logbook
  • Purchased training materials
  • Confirmation of training by a designated instructor, etc.

Restrictions

  • Non-employees (including contractors) of the identified employer cannot be working with or around the Level D operator.
  • The operator can operate only on the single worksite designated on the certificate.
  • The worksite must be closed to the public (with physical barriers preventing non-employees from accessing the work area).
  • The employer is responsible for all lifts, and the operator may only perform lifts planned and trained for by the employer.
  • No critical lifts, as defined by WorkSafeBC, are permitted (see link below).
  • The certification is not valid on other worksites or under other employers. If the operator leaves the employ of the employer named on the card, the certificate is no longer valid.

How am I assessed?

The BC Crane Safety Core Theory exam is a monitored online exam. Operators have 60 minutes to answer 23 questions based on the following 6 sections:

  1. Safe working practices (5 points)
  2. Hand signals (2 points)
  3. Terminology & regulations (3 points)
  4. Rigging (7 points)
  5. Calculating load weight (3 points)
  6. Crane pre-operational requirements (3 points)

The exam is “open book” meaning that you are free to use reference materials when taking the exam.  However, you are not allowed to:

  • Receive help from another person while taking the exam.
  • Provide help to anyone taking the exam.
  • Copy, distribute or receive any exam questions.
  • Impersonate any person or have a person impersonate you.
  • Use AI or any other computer program to generate answers to exam questions.
  • Behave in an aggressive, disruptive, harassing, threatening, or unsafe manner during or after an exam.
  • Encourage, assist, enable or cause others to engage or attempt to engage in misconduct with regards to the exam.

When you login to the exam you need to:

  1. Use a computer with one of these browsers: Chrome, Firefox or Edge.
  2. Download the Figures booklet (if you have not already done so).
  3. Go through the proctoring set-up to confirm your computer camera and microphone are turned on so you can be monitored while taking the exam.
  4. You will also need to have government issued photo identification that will be recorded via your camera to confirm your identity.
  5. The monitoring software will record your exam and will note any suspicious activity including: test taker doesn’t match photo id, multiple faces in the video, talking, moving out of camera range, etc. Any exam with a high suspicious activity score is reviewed to determine if any exam misconduct has occurred and, if so, what consequences will be imposed as detailed in the Assessment Misconduct Policy.  

Once your exam monitoring is set-up, you have 60 minutes to complete 6 exam sections with a total of 23 questions. You must achieve a score of at least 17 to pass the test.  The test can be retaken two additional times for a reassessment fee
