Level B Provisional Certification

August 1, 2025 – Exam Revision

Beginning August 1, 2025 the Level B Provisional Crane Operator certification exam will be increased from 23 to 40 questions to enhance the number of rigging related content.  Within the total 40 questions, there is a rigging sub-section of 25 questions. Prospective crane operators will require a score of 70% (28/40) to receive their certificate.  This revision of the Level B Provisional exam is at the request of the crane industry and regulatory agencies.  This page provides information on the revised exam implemented August 1, 2025

The Level B Provisional  certificate continues to be valid for up to one year and renewable once for non-Skilled Trades BC crane types(for a total of two years) to allow trainees time to prepare for their Level A Full Scope on-crane assessment. There are no hour or exam requirements in order to apply for the Level A assessment for these categories. 

To receive the Level B Provisional certification, trainee operators must pass the Level B Provisional Crane Operator Exam (a proctored online multiple choice test).

Operators must use a computer with the camera and microphone enabled so the exam can be monitored.  The exam must be taken using one of these browsers: Chrome, Firefox or Edge.  Operators must also present government issued photo ID to their camera to verify their identity prior to beginning the exam.

How am I assessed?

The BC Crane Safety Core Theory exam is a monitored online exam. Operators have 90 minutes to answer 40 questions based on the following 15 sections:

  1. General crane regulations (3 points)
  2. Awareness of energized systems (3 points)
  3. Hand signals & Radio communication (3 points)
  4. Crane gross & net capacity (2 points)
  5. Pre-operation crane inspection & operation (non-crane specific) (3 points)
  6. Cranes lifting suspended work platforms (2 points)
  7. Identify rigging slings & hardware (2 points)
  8. Pre-use inspection of rigging slings & hardware (3 points)
  9. Rigging hitches (2 points)
  10. Sling capacity charts & tension calculations (6 points)
  11. Determine load weight (4 points)
  12. Estimate load centre of gravity (2 points)
  13. Use of tag lines ( 1 point)
  14. Ordinary lift planning (2 points)
  15. Critical lift planning (2 points)

The exam is “open book” meaning that you are free to use reference materials when taking the exam.  However, you are not allowed to:

  • Receive help from another person while taking the exam.
  • Provide help to anyone taking the exam.
  • Copy, distribute or receive any exam questions.
  • Impersonate any person or have a person impersonate you.
  • Use AI or any other computer program to generate answers to exam questions.
  • Behave in an aggressive, disruptive, harassing, threatening, or unsafe manner during or after an exam.
  • Encourage, assist, enable or cause others to engage or attempt to engage in misconduct with regards to the exam.

When you login to the exam you need to:

  1. Use a computer with one of these browsers: Chrome, Firefox or Edge.
  2. Download the Figures booklet (if you have not already done so).
  3. Go through the proctoring set-up to confirm your computer camera and microphone are turned on so you can be monitored while taking the exam.
  4. You will also need to have government issued photo identification that will be recorded via your camera to confirm your identity.
  5. The monitoring software will record your exam and will note any suspicious activity including: test taker doesn’t match photo id, multiple faces in the video, talking, moving out of camera range, etc. Any exam with a high suspicious activity score is reviewed to determine if any exam misconduct has occurred and, if so, what consequences will be imposed as detailed in the Assessment Misconduct Policy.  

Once your exam monitoring is set-up, you have 90 minutes to complete the 40 questions. You must achieve a score of at least 28 to pass the test.  The test can be retaken two additional times for a reassessment fee.

Who can apply?

Applicants for a Level B Provisional Certificate must be either:

  • Operators who are apprentices engaged in a workplace training program
  • Operators who don’t possess a recognised competency certificate but wish to operate while they challenge their SkilledTradesBC crane operator certification.

In either case, the operator must have an employer who will sign-off that there is a supervision plan in place and the Level B Provisional operator will be adequately supervised. 

Restrictions

Non-critical lifts – all Level B Provisional operators must be indirectly supervised (contact by phone or radio) by an individual who is qualified to supervise crane operations. The employer must ensure that the supervisor is properly trained for the task and that there is a plan for supervision.

Critical lifts – all critical lifts (as defined by WorkSafeBC) performed by a trainee operator must be under direct supervision. Direct supervision requires the supervisor to be close enough to observe the lift and to provide verbal directions to the operator.

* Applicants for a Level B renewal must also submit a non-refundable Level A application with their renewal application. The Level A application fee is $990 + GST.
